If you click on the "Create Print Page" button and the map refreshes back to showing the whole county. This means you currently have pop-ups blocked. The button is attempting to open a print page in a new browser window and your software is stopping this from happening.

This is common if you have some security software running that includes a spy ware/pop-up blocker.
