Otter Tail County provides a wide range of services to its residents. User fees have been established:
- To control expenditures;
- Distribute costs equitably, and;
- Recoup some of the expense to provide these services.
Since many of the services provided by the county have a level of public benefit included in them, the full price to deliver many services will not be charged to the user. When a single user can be identified as the sole benefactor of a government service, the full cost of that service will be charged.
It is the county's policy to determine and inform users of the full cost to deliver a service, regardless of the amount recovered through the user fee.
