Board Purpose & Membership
The purpose of this board is to hear all applications for variance from the requirements of Otter Tail County Ordinances and hear Administrative Appeals. Applications for consideration by this board are submitted to the Land and Resource Department.
Membership consists of one individual from each commissioner district, with one district appointing two members, along with one representative from the Planning Commission. Members are appointed annually.
Variance applications must be submitted to the Land and Resources Department no later than 12:00 p.m. on the stated application filing date.

Public Hearings
Public comments regarding applications must be received by 12:00 pm the day before the public hearing date. Members of the public wishing to make comments at the public hearing may be present at the public hearing. As an alternative, members of the public wishing to observe and/or make comment on this application may participate in the public hearing virtually. A link to the virtual meeting will be provided on the Land and Resource website seven days prior to the public hearing regarding this application may be expressed at the public hearing, mailed to the Land and Resource Management Office at the above address, or emailed to land@ottertailcounty.gov. Written correspondence or emails.
Survey Requirements
The Board of Commissioners adopted the Land and Resource Policy #11: Survey Requirements with an effective date of July 1, 2022.
The following Variance Applications will require a survey:
- Substandard Lots
- Nonconformities
- Impervious Surface
- Bluff/BIZ
- Setback Variance
Any Variance Application received that requires a survey, but does not include a survey with the application, will be returned to the applicant as incomplete.
