NOTICE TO BIDDERS: DLD Lake Outlet

PROPOSAL NOTICE TO BIDDERS

County Project No 17: DLD Lake Outlet


Sealed bids will be received until 1:00 pm, local time, on October 3, 2017, by the County Auditor of Otter Tail County for Project No. 17: DLD Lake Outlet, Lake Outlet Pump Station and Water Pipeline. Mailed bids should be sent to the County Auditor of Otter Tail County, 510 Fir Avenue West, Fergus Falls, Minnesota 56537. Hand carried bids should be delivered to the County Auditor of Otter Tail County, Otter Tail County Government Service Center, 500 Fir Avenue West, Fergus Falls, Minnesota. Sealed bids shall be clearly marked “Project No 17: DLD Lake Outlet”.


Bids shall conform to and be responsive to the Contract Documents for the work. The Contract Documents will be available after September 7, 2017.


Project No 17: DLD Lake Outlet


Pump Station on Devils Lake NW of Perham and Water

Pipeline to Otter Tail River approximately 2.58 Miles.


The scope of work generally consists mobilization and furnishing all transportation, labor, materials, tools, equipment, services, permits, utilities, and other items necessary to construct a lake intake structure with 96 linear feet of 36 inch HDPE pipe; wet well pump station with one 2,250 gpm vertical turbine pump; one 30 micron in-line screen filter; pump and filter controls, Pump station building complete with mechanical, electrical and lighting; pump station process piping; 740 linear feet of 14 inch C900 DR25 watermain; 695 linear feet of 14 inch C900 DR25 fusible water main by HDD; 11,342 linear feet of 30 inch PVC C900 DR32.5 watermain, 645 linear feet of 30 inch C900 DR32.5 FPVC within 42 inch Steel casing; 4 each Type I Road Crossings; Gate Valves with Box; 6 inch Air Release Valves with manholes; manhole outlet Structure; erosion control; seeding and mulching; traffic control; and incidental items. Minimum wage rates to be paid by the Contractors have been predetermined and are subject to the Work Hours Act of 1962, P.L. 87-581 and implementing regulations.


Bids will be opened and read publicly by the Otter Tail County Board of Commissioners or their designated representative, immediately after the hour set for receiving bids in the West Battle Lake Room at the Otter Tail County Government Service Center, 500-600 Fir Avenue West, Fergus Falls, Minnesota. Plans and Specifications may be examined and/or secured at Houston Engineering, Inc., 1401 21st Avenue N, Fargo, ND 58102. Questions should be directed to Houston Engineering, Inc.


Copies of plans and specifications may be obtained following receipt of payment of $150.00 per set, non-refundable, or a CD may be obtained with the documents in electronic (pdf) format following receipt of payment of $40 per set, nonrefundable, from the following:

Each bid shall be submitted on a form furnished as part of the contract documents and must be accompanied by a separate envelope containing a Bidder’s Bond with Acknowledgement of Surety in an amount not less than 5% of the full amount of the bid made payable to the order of or for the benefit of County Treasurer, Otter Tail County. The bid bond shall be executed by the bidder as principal and by a surety company authorized to do business in the State of Minnesota, conditioned that if the principal’s Bid be accepted and the contract awarded to the principal, within ten (10) days after Notice of Award, the Principal shall execute a contract in accordance with the terms of the bid and contractor’s performance and payment bonds as required by law and the regulations and determinations of Otter Tail County Minnesota. A bid submitted without this information properly enclosed in the bid bond envelope shall not be read nor considered and the envelope shall be resealed and bid returned to the bidder immediately.


Substantial Completion of the Common Leg portion of the work shall be 300 calendar days after the issuance of the Notice to Proceed. Substantial Completion for all WORK shall be within 345 calendar days after the issuance of the Notice to Proceed. Final completion shall be within 385 calendar days after the issuance of the Notice to Proceed.


The County will hold a Pre-Bid Conference to discuss any questions regarding this Contract. The County encourages all interested parties to attend. The meeting will start at 10:00 PM on Friday September 22, 2017. The meeting location is the Perham Area Community Center large meeting room, 620 3rd Avenue SE, Perham, Minnesota.


The County Board reserves the right to accept or reject any or all bids, portions, thereof, and to waive informalities.
