About Phelps Mill County Park
Please note: Reservations for Phelps Mill Park will only be available until July 12, 2026. Following that, reservations will no longer be accepted for the 2026 calendar year due to planned construction in the park.
Completed in 1889, Phelps Mill served as a hub of economic activity for nearly 50 years. Purchased by Otter Tail County in 1965, the mill and surrounding recreational land stands as one of the county’s picturesque landmarks, a reminder of an important time in our local history.
Park Season (May – October)
Open to the public daily: 6 am – 10 pm

Off-Season (November – April)
The park grounds are open on a limited basis in the winter months as weather permits. Facilities are not open and snow is not removed.

- Areas for fishing along the bank of the Otter Tail River – there are no boat launching facilities

- Modern ADA accessible restrooms – there is no running water in the restrooms

Park Rules
- No overnight stopping
- No parking or driving on the grass
- Beer and alcohol in designated areas by Special Use Permit only
- All pets must be on a leash and cleaned up after
- Temporary shelters by Special Use Permit only
- No littering

Future Development
In April 2021, the Board of Commissioners completed a master plan for Phelps Mill Park after the 2019 acquisition of 72 acres of property next to the park. The plan lays out four phases of projects that would accomplish the vision of the public steering committee for the park.
The County is currently working on Phase 2 of the Master Plan. Grant Funding for this project has been received from Greater Minnesota Regional Parks and Trails Commission and the Minnesota Department of Natural Resources “Get Out More” grant. The Phase 2 construction Project includes the following infrastructure improvements to the park:
- Construction of ADA compliant paved trails throughout the park that connect the two wooden boardwalks that were created in Phase 1
- Parking lot reconstruction
- Construction of a new amphitheater stage area and seating area
- Construction of a new nature-scape playground area
- Construction of 3 new fishing pier stations near the historic mill that will improve river access for fisherman to onshore fish
Phase 1 construction/restoration project was completed in 2025 and included the following infrastructure improvements and restoration work:
- Two ADA-compliant elevated boardwalks
- 30 acre prairie restoration with 1+ mile of soft-surfaced walking trails and 11 primitive campsites
- Construction of a 700+ foot paved access trail from the parking lot to the prairie restoration area
- Installation of two vault toilet buildings
