Primary Responsibilities & Services
Assessment Review
Appraisers review assessments on approximately 65,000 parcels of property across 62 townships and 22 cities within Otter Tail County. Their primary duty is to estimate the market value of each property for tax purposes and classify them based on their primary use, such as residential, agricultural, seasonal, or commercial.
Uniform Assessments
Ensuring uniform assessments across all properties is a priority for the department. Appraisers work to achieve this goal by conducting annual sales studies to analyze market conditions. These studies help determine how the Assessor’s Department estimates align with actual property sales.
Compliance with State Regulations
The Minnesota Department of Revenue mandates that the Assessor’s estimated market values be within 90% to 105% of the actual market value. The department uses thorough assessment methods to comply with these regulations and regularly evaluates its processes.
Notification of Property Owners
Each spring, the Assessor’s Department mails notices to property owners, informing them of their new market value and classification. These notices also provide dates and times for property owners to appeal their property’s assessed value if they believe it to be inaccurate.
